For the two Tuscany test cases I was having problems with
itest/implementation-spring
itest/policies
It turns out that the text configuration was such that the references didn't
match service. As we've turned on some matching capability this caused the
tests to fail.
I'll check in fixed to the tests. I still have some concerns about binding
level intents and I haven't looked at the otest policy related failures so I'll
look there next.
