The latest sca-core-1.1-cd5.xsd uses a sca:requires element when defining the
composite element which seems to be missing from the polixy xsd resulting in
the following error
src-resolve: Cannot resolve the name 'sca:requires' to a(n) 'element
declaration' component. sca-core-1.1-cd05.xsd

I'm checking with the OASIS folks on this issue.
