Thats using the Tuscany 1.5.1 release which is getting pretty old now, is there a reason you need to use that release? If not it might be better to be documenting the latest releases. If you do need to be using 1.5.1 then note that over time we archive the older releases which causes the update site URL to change and thats happened to this one so you need to change the URL to http://archive.apache.org/dist/tuscany/java/sca/1.5.1/tuscany-sca-1.5.1-updatesite/
