I don't think this is actually OK, because testEncoding in
org.apache.tuscany.sdo.test.XMLHelperTestCase fails with
"junit.framework.AssertionFailedError: Encoding ('ASCII' is not correct. UTF-8
is the expected encoding." in 1.2-SNAPSHOT.
