The fail is while processing a composite which uses the wsdli:wsdllocation
attribute -
http://tools.oasis-open.org/version-control/svn/sca-bindings/TestCases_BWS/BWS_2016/src/main/resources/Test_BWS_2016.composite
So it looks like the code in WebServiceBindingProcessor around line 276 needs
to also take account of that spec defined attribute in the
http://www.w3.org/ns/wsdl-instance namespace.
