Tuscany module binding-ws-runtime-axis2 depends on axis2 1.5.3 and rampart
1.5.1
But axis2/rampart 1.5 branch uses repository
http://shibboleth.internet2.edu/downloads/maven2/ which has gone away:

Even though shibboleth.internet2.edu is gone, if you build tuscany from
scratch it will cause a bogus copy of
http://central.maven.org/maven2/org/apache/apache/8/apache-8.pom
to be put in your maven repository.
I think the fix is to build binding-ws-runtime-axis2 with axis2/rampart 1.6.2
but i don't know the impact on all the exclusions etc in that pom.xml.
