Some older Usergrid systems may have multiple accounts with the same username
or email address, something which is not allowed and problematic now.
When such users are imported into a new system by the ImportAdmins program we
can "repair" such users by merging the duplicates and ensure that the resulting
single user account has the union of organization in the one or more duplicate
users.
