We've recently had to make a change to Marionette to make it load later
in the B2G startup process in order to work around a networking problem
on the pandas. See bugs 800138 and 815807 for all the gory details.
The one negative side-effect of this is that it breaks WebAPI tests on
the emulator, unless you tell Marionette to load early (as it used to).
You do this by passing the --load-early argument to Marionette when
running tests.
