The packaged app test case there won't work, but that's expected, as by
default, you can only install signed packaged apps from a trusted store.
So bug 830279 is invalid. bug 830028 is not a smoketest blocker - it's
actually minor, as that only applies when the app is being downloaded or
never completed downloading.
I'll update the notes in the test case to clarify where to go to test this.
