Sorry, but that's technically not correct. Much of the existing Persian
localization effort is now on http://mozilla.locamotion.org/fa/, and the
folks over there could also set up a Fx OS UI.
Neither of the systems actually commits to hg or does the "add it to the
build" etc.
More opportunities to contribute to Firefox and Mozilla in Persian can
be seen on https://l10n.mozilla.org/teams/fa.
Neither Fx OS nor fennec support RTL right now, so your milage for those
projects will vary.
