I had a similar problem, after the battery died completely and had to be 
charged from 0. As below, what fixed it for me was plugging in the phone with 
no battery, then popping in the battery once it started to boot. Seems to be ok 
since then.

With my prior ROM I used to plug the power cable, with the devices with no 
battery, and plugged the battery later. It seemed to get the device back to 
life easier. But I am not sure if this makes sense or why or if it was a 
coincidence for many times.
