IMPACT OF WORK: Tree closure, hg.mozilla.org inaccessible,
bugzilla.mozilla.org will be intermittently offline.
There are multiple maintenances that will happen during this window.
The most impacting will be a bugzilla.mozilla.org failover test (from
scl3 to phx1 and back to scl3) as well as a network card upgrade on a
load balancer in scl3. There will be various database related work and
some network tasks that will happen during this window as well.
**During this period of time all development trees will be closed.**
