It might be that consumer devices have a locked bootloader. But I don't know
for sure. For the ZTE open there are ways to unlock it, but havent seen
anything for the Fire.
Bootloader (fastboot) is not locked at least on Alcatel One Touch Fire
sold by T-Mobile in Poland.
