It's a developer preview as the 1.2 release branch has been created
recently and we're still in the process of stabilizing that release. You
can in fact build yourself a 1.2 image for your ZTE Open if you wish so
but I wouldn't recommend it for general use.
However, 1.1 should at least be stable and released by now, right?
Version 1.1 was finalized a couple of weeks ago, you can read the

It is now up to ZTE to provide an updated image for the ZTE Open,
hopefully it won't take them too long.
