Also note that this doesn't actually make things in the parent process
fully async-scrollable. In order for that to happen we still need to
route input events through the APZ code in the parent process. It just
means that there will be APZC instances created for scrollable content,
which might have unexpected side-effects.

Hi everyone,
I just wanted to give a heads up that I will be landing bug 912657, which turns
on APZC in the parent process, soon.
This change is required for the dynamic toolbar work (bug 860812). It shouldn't
have much effect outside of it, as there aren't many things in the parent
process which are scrollable (the one thing that I'm aware of is select
dialogs, and I've tested to make sure those work fine with the patch).
Nonetheless, this is the sort of change that has the possibility of causing
unexpected side effects, and so I wanted to give a heads up about it. If you
notice any regressions related to scrolling, particularly of things that live
in the process, please let me know about it.
Thanks,
Botond
