Playing devil's advocate: if you want to backup your device, you have
root access. And then you can generate a uuid on the host, push it to
the target to a known location on first run and reuse it later. Am I
missing something?
Exposing that to the web is a totally different game. There are already
many ways to track users, that would be nice to not add another one.
