We should definitively block the 'home' button. But for the 'sleep'
button I'm in favor of letting it goes down to the app. The use case
here is the Camera app. The button can be used as the button to take a

But if there's some protection mechanism I am fine to it.
I won't be against a permission for it. In the worst case the user can
hit the home button to go back to the homescreen and hit the sleep
button then.
