Hi people of b2g,

There has been some confusion the past few days on what can land and
where. Let's try to clear that up. We will *not* branch before 3/17 and
people should try as much as possible to not land on branches. Which
means that anything that is not a backport lands on
gaia-master/b2g-inbound as usual.

The priority is 1.3 blockers then 1.4 blockers and then anything else.
Anything else should be in priority stabilization work (new tests,
patches that make the code base better while not being huge
refactorings). New feature work can still happen (anyway we are on
mozilla central that gets new features everyday), but you have to use
your best judgement on how risky your code is. Of course landing without
tests is frowned upon, and any test breakage will be backed out as soon
as possible.

1.4 will be sheriffed after the 3/17 branching, like 1.3 is now.
