This should be very rare though. The only time when it is ok to land a
patch without tests is if it's for a critical blocker, we are close to
deadline, and if you've thoroughly tested the patch manually.

Yeah, let me be clear so that no one is confused: this "new" tracking flag shouldn't affect whether you give a patch an r+ in any way whatsoever. "in-testsuite?" on a FIXED bug isn't a way to allow more patches to get r+'ed; it's just a way to keep track of the things we were already doing anyway.

I hope that "in-testsuite?" on FIXED bugs will be exceedingly rare.
