Unfortunately, we don't support 1.1 devices with the App Manager, as they are missing a number of things that would be needed for a good debugging experience with a new Firefox build.
However, it should be possible to push this kind of app to a 1.1 device using the "old" 1.1 Simulator (which works separately from and does not require the App Manager). Check out the docs[1] about this on MDN. Note that you'll need to use Firefox 25 for this addon to work. Hope this helps!
