Don't network cell identifiers cover geographical areas larger than the
reach of a wifi base station?  Isn't there a chance you could be at the
end of your street and it would turn of 3G, turn on Wifi, but it can't
get a strong enough signal from your Wifi to connect?

I would suggest using geolocation but on devices without GPS, I'm not
sure it's good enough you're in reach of your Wifi.  There's also power
considerations when running gps.

This seems like a good idea on the surface.  What if you changed it from
an automatic feature to one that is manual.  For instance, the lock
screen could have UI for quickly switching between "network profiles"
(e.g. Home, Work, Roam).
