In that bug is a patch, but it has been merged. Here's how to use the functionality:

1. Go to profile directory
2. Edit user.js
3. Add a line:
pref('device.storage.overrideRootDir', '/home/path/to/fake-sdcard');

4. Make sure the path to fake-sdcard folder exists and that there is the content you want in the folder
5. Start b2g

All media content will be served from that local folder!

There's not pref, but you can use $profile/fake-sdcard

Ok, that seems to be a patch. I downloaded the client from here: 
http://ftp.mozilla.org/pub/mozilla.org/b2g/nightly/latest-mozilla-central/ and I don't know how to apply this 
patch or what place. But I discovered something curious: manually adding "pictures" folders 
"images" folders, when entering "Gallery" tells me that there is no pictures or videos 
and ask me to start the camera. Maybe going around the track.
