Thank you for the information.
I am able to send files from my PC (Ubuntu 12.04) to the FxOS phone (hamachi + b2g.master).

However, if the PC and FxOS phone has been paired with and FxOSperform /'unpair'/ unilaterally,
the file transfer from PC to phone would fail.
In this case, the OS of PC would get a authentication error and some of them wouldn't try to pair again during Bluetooth file transfer.

HCI dump of Ubuntu:
HCI Event:  Auth Complete (0x06) plen 3
    status 0x06 handle 76
    Error: PIN or Key Missing

Would you mind trying again by following these steps ?

1) Unpair with PC by using the setting app of ZTE Open C2.
( Settings app -> Bluetooth -> Click /'////The_name_of_your_PC//'/ -> Unpair it )

2) Remove/'//ZTE Open C2'/ from your paired devices list in you PC.

4) Turn on Bluetooth of /'//ZTE Open C2'/ and make it visible to all.

5) Send a photo from the PC to ZTE Open C2.
(Click/'Send files to device'/ in your PC and search for ZTE Open C2. )

The process would delete the old link key and request for a new one.
I hope it works for you.
If it's not, it might be a device specific bug. Please feel free to send me a email or file a bug at Bugzilla.

If it's possible for you, you can use the command 'hcidump' to print the log of HCI (host controller interface) dump during the BT test.
The 'hcidump' could provide more information to understand the issue.
P.S. If you haven't install the command, please type "sudo apt-get install bluez-hcidump" to install it.

Clearly the protocol works, but it is at this point hit and miss.

For the record, I am running Kubuntu 14.04 on the PC and the ZTE Open C is running the latest git branch for the flame reference.
