I don't believe this capability exists (unless there is some third party app for it).
The following bug: Bug 938279 - [User Story] Explanation of Bookmark Migration where bookmarks will be shown directly on the homescreen. is unrelated. This bug is for migrating from the current Firefox OS browser (with bookmarks within the browser) to the System Browser where bookmarks are stored on the homescreen.
