Yea, sorry for the confusion! It sounds like maybe a "sim card cleaner" app would be helpful. Unfortunately it appears our ICC API is certified only:

For example, FxStumbler is only installable with app-manager, but I still use it on a daily basis. Anyway, just a thought if someone is looking for a project.
