No and No.

French and eBay version differs both on hardware and blobs. And all Open
C are based on Jelly Bean, not Kitkat, so you need a JB build. Which are
discontinued for Flame devices.

Check julien's earlier answer. Maybe, who knows, builds for eBay devices
will be produced also there :)
