I just enabled part 2 of Silk, bug 1062331, touch resampling. You can read all

 This portion enables smoother scrolling while tracking your finger. This 
patch, along with bug 930939, which should hopefully land shortly, greatly 
increase the responsiveness of Firefox OS. Here's a nice video showing the

If you have any touch related bugs, please make them a dependent of bug 
1062331. You can always disable touch resampling by setting preference 
"gfx.touch.resample" to false.
