Recently Google publicly declared that they were not going to continue with SysApps which IMO spelled death of this effort. Since Apps using these APIs must be trusted they will need to be supplied from a trusted source which means an "AppStore" and then most of the concept is more like a complex version of http://cordova.apache.org/ at least from a developer point-of-view.
