Are you installing a base image first, as indicated at the top of https://developer.mozilla.org/en-US/Firefox_OS/Phone_guide/Flame/Updating_your_Flame
The latest available base image is actually a nightly image, so that might sort you out straight away (the non-nightly base image has some problems, so we are not linking to that until its fixed.)
