It lives inside a browser window and doesn't break out of that UX-wise (though it can still do things like read sdcard content). So apps is something you simply navigate to. But addons change behavior of existing content. I.e. it might theme your homescreen, change your contacts list UI, blocklist certain phone numbers, add download buttons on video websites.
