Agreed. Hopefully it won't put much more strain on the marketplace. I
believe they already have lists of what permissions they ever sign
for.

In my mind:

Apps is just "content" in the same way that web content is. It lives
inside a browser window and doesn't break out of that UX-wise (though
it can still do things like read sdcard content).

So apps is something you simply navigate to.

But addons change behavior of existing content. I.e. it might theme
your homescreen, change your contacts list UI, blocklist certain phone
numbers, add download buttons on video websites.

Hence addons is something that need to be installed.
