If the Swedish keyboard is already in the source tree but not being built, https://bugzilla.mozilla.org/show_bug.cgi?id=1128396 is the bug aim to ship it on Flame images. I am actively working on that (see dependencies), through there were many interruptions preventing me from finish it since.
