In current implementation, when the default network interface
connected/disconnected, part of proxy settings are changed with respect to
the interface, and unsupported settings(i.e. socks and ftp) are unchanged.

For developer, it would be good to have a mode to freely control all these
proxy prefs, regardless of interface connect/disconnect.  I've filed a bug
and we can have more discussion there.

There are two related gaia bugs, and each of them depends on some other
bugs.  If we ignore those dependent bugs, the gaia implementation should be
mainly UI work.
