You can use whatever base you want to when you're doing your own porting. :)
Having said that, we are trying to migrate over to lollipop. So far the only port that has been successful is the nexus 5 and there has been testing done on the nexus 5 lollipop base. If you want to look at a lollipop firefox os base, I would suggest looking at that repo. We are currently working on porting flame over to lollipop.
