Regarding the localization on your phone: do you build B2G yourself? If so, you should make sure to build multilocale: https://developer.mozilla.org/en-US/Firefox_OS/Building#Building_multilocale There's only a few langpacks available right now because the 2.2 localization cycle hasn't been completed yet. Once it happens, we'll start uploading more langpacks to the Marketplace.
