Ah I see. So running ./mach package calls make-eme.mk, but from what I can see 
is if it's not signed (with an Adobe approved certificate I assume) is that 
voucher.bin is never generated. That's a shame, looks like sticking to 
Silverlight it'll be! Thanks for the help Ted :-)
