    Tentatively apply https://github.com/libcxxrt/libcxxrt/pull/27
    
    This marks __cxa_allocate_exception, __cxa_free_exception and
    __cxa_init_primary_exception noexcept, to ensure compatibility with
    libc++'s declarations.
