Change the definition to this, and it should work:
\def\setuppublicationlayout[#1]#2%
{\def\dosetuppublicationlayout##1%
{\setvalue{\??pv data##1}{#2\unskip}}%
\processcommalist[#1]\dosetuppublicationlayout}
