I've used gub
http://lilypond.org/gub/
to cross-compile object modules
from linux to windows

Under Windows there is mingw
http://www.mingw.org
but I don't know about something similar to gub

There is also the express edition of the microsoft compiler, see
http://www.microsoft.com/express
