In LaTeX, the IEEEtran package relies on "strings" defined in IEEEabrv and 
IEEEfull bib files to convert strings to either abbreviated or full journal 
names. Since this relies on bibtex substitutions, it should also work in 
ConTeXT (it definitely worked a while back, but I haven't tested in recent 
years).
