I've wrote a proxy that map an url to a filename in the local file system, and I load a set of known test pages.
does the same problem happen w/ firefox or seamonkey? and have you considered tracing their behaviors?
I've not make test with firefox nor seamonkey, I've only just add a probe, into the gtkmozembed widget, displaying the OnProgressChange() parameters values.
I've a test page that have a LINK to a css, OnProgressChange() is called when the CSS file has been loaded but not for the main page.
