I am not sure which installer you are using. I use the xulrunner releases for any Mozilla ActiveX installs. You should just assume that you need all files in the xulrunner package.
I was hoping to get an ActiveX CAB that just holds the xulrunner ZIP (or converted to a self extracting EXE). The INF in the CAB would just exectue the self extracting EXE to "install" it to disk.
