Ah, I was thinking that he was talking about building a dashboard, a la https://github.com/mozilla/fxa-content-server/issues/127 or maybe https://github.com/mozilla/fxa-content-server/issues/1238.. I thought we had a few more "dashboard" tracking bugs, but maybe they're in fxa-auth or some other repo.

Based on the EP copy, it looks like these notifications are intended to be delivered by email. Do we anticipate ever delivering notifications to clients directly? Also, some services do surface "Your account activity" or similar, but right now I can only think of services that do this with the server's active participation; and I doubt a stale client's view of account activity is valuable.
