It hurts if it's not being updated -- or if people consider these tags in their own contexts only.
For the example in the first e-mail, it makes perfect sense say for QA or UX engineer/designer to tag it as [Lock Screen] because obviously the user-visible issue happens on Lock Screen. However after root-causing it make less sense for EMs and engineers to look at that [Lock Screen] every day -- only to realize it has already found to be a Dialer issue after spend time click into it every time. Having subject consistently being updated also breaks the conversation view in GMail.
