We are only shipping the en-US string bundles and DTDs from toolkit/.
That's why I call it a non localized gecko - maybe not localizable is
more correct. But we never shipped a multilocale gecko for b2g as far as
I know.

Having localization spread both in gaia and gecko looks suboptimal to me
for several reasons:
- different l10n solutions are used, with gaia's l20n the more modern
solution.
- we don't have a way to install other gecko locales. langpacks only
cover gaia.
- builds. We struggle enough with devices/branches, let's not add
another layer of variability there.

It's true that localizers do the gecko work anyway so it's probably not
a big problem for them but if we ever move to a new runtime like servo
it's nice to have gaia as self contained as possible.

So yes, I'd like the system app to provide all the platform strings we
need for FxOS.

Indeed we moved to gaia the only one we absolutely needed. I don't think
there's a one size fits all answer but more a page by page evaluation of
the usefulness for FxOS. For instance, about:crashes would be useful,
but we can implement it with the deviceStorage() api. Some like
about:memory don't seem to be something we should put effort on a small
screen but having better integration in webIDE would be great. Overall
we can't load them in content <iframes> because of security restrictions
so we need to be "creative".

Someone from FxOS needs to chime in bug 1217269 but I fear we'll be in a
similar situation as Firefox on iOS and that sharing code with
desktop/android will not be trivial. At least we should share the design
with the other products for consistency.
