Old devices didn't have enough space on the system partition to hold all
the apps in eng mode (ie. all the testing apps). I don't think this is
the case anymore for any device we care about.

I'm not opposed to changing that, but I'm surprised this is not the
default for non engineering builds. I kind of remember that we changed
that a while ago.
