Hello list,

Just wanted to send a quick note about the latest release and changes of
the Raptor cli tool, which is now v5:

- Raptor v5 now uses the FXOS Device Service for all its device
interactions. [1]
- Support for .raptorrc files for directory-level tool configuration [2]
- Addition of new commands for querying data, detecting regressions, and
filing bugs. These commands are mostly used by automation, but have some
good information if you want to see how things are done. [3]
- Some of the command-line flags have changed to camel-case instead of
dashed. Will most likely affect you if you use entry points (i.e.
--entry-point is now --entryPoint). View all command-line flags with
`raptor help test`.

The process around installing and using Raptor should stay relatively the
same. If you encounter any troubles, please feel free to reach out to
myself or Rob Wood, or ask questions in #fxos or #raptor.



*Sheriffing Regressions*
With Raptor v5, we have much better tooling in place to assist us when
regressions are encountered in our automated tests. With this tooling, we
plan on being more aggressive with how regressions are sheriffed in the
future. TLDR; we plan on following a system similar to how Desktop perf
handles their regressions. I've started a section to outline our intent of
sheriffing regressions [4]; I welcome any comments or input towards it.
