Yes, it's still a requirement for mochitest and reftest. But assuming
you are using the standard mach commands to run them, a fresh profile
(cloned) will be used and that pref set at runtime, so there shouldn't
be any need for it in your personal profile.

This is certainly true. Marionette itself no longer depends on
SpecialPowers because scripts can be evaluated directly in sandboxes
with elevated security privileges.
If I’m not mistaken individual tests still require SpecialPowers. A
quick DXR search reveals mochitests on B2G and reftests, for some
reason, have it enabled.
It also appears to be switched on by default in
testing/profiles/prefs_general.js, but I’m not sure this is really
still a requirement. Perhaps jgriffin could confirm if it still is.
