This is exactly what I am working on fixing. You built an eng VARIANT,
which puts Gaia in /data/local/apps while the current pine expects them
to be in /system/b2g/apps

Either rebuilt a userdebug VARIANT, or symlink /system/b2g/apps to
/data/local/apps
