Go to Admin -> Master Settings -> Countries -> VAT handling. You may either activate "Do not bill VAT" or "Do not bill VAT only if provided valid VAT ID". 'Hack' when VAT is set to 0 and then removed from basket.tpl and order.tpl is not the solution. Project is on OXID CE 4.2.0_23610. At the moment its impossible to upgrade to latest.
