Hi,
We're in some ambiguous situation again, when we've been asked to remove
fix for some previous bug.
Now question is about handling of products in the basket, which are marked
as free shipping.
Some time ago there was a bug, that free shipping products are not
included in the calculation of Shipping costs = Shipping is not available
in basket (if you have only this product purchasing):

We fixed that in 4.1.5. Since then we decided that All products in basket
should be valuated for such calculations no matter if it has free shipping
or not. This also affected the calculation of Free Shipping threshold in
basket:

But now we got other bug entry, which asks to not valuate products with
free shiping in calculation of Shipping Costs (as then shipping costs
increases of course):

So, maybe you have in mind some good ideas, what would solve properly all
such cases?
